Bilateral Program
The Chinese Government Scholarship (CGS) Bilateral Program has been established by MOE in accordance with educational exchange agreements or understandings reached between the Chinese government and the governments of other countries, organizations, education institutions or relevant international organizations. It provides both full scholarships and partial scholarships for international students and scholars, including those who wish to pursue a Bachelor's degree, a Master's degree, a Doctoral degree, or to study Chinese language as a full-time student.
I. Supporting Categories
The Bilateral Program supports undergraduate students, graduate students, general scholars and senior scholars. Please consult the dispatching authorities of your home country for the categories available.
II. Scholarship Coverage
The Bilateral Program provides both full scholarships and partial scholarships.
III. Where and When to Apply
Where to Apply: Apply to the dispatching authorities for overseas study of your home country.
When to Apply: Between early January and early April. Please consult the dispatching authorities for the specific deadline of each year.
Chinese University Program (For Master & Doctor only)
I. Supporting Categories
1. This scholarship is only offered for graduate and post graduate programs. Scholarship duration: two to three years for master's programs, and three years for doctoral programs. P
2. The scholarship is unavailable for applicants: (a) who were studying in China between September 2018 to June 2019; (b) students who apply to study their native language in China or a third country language such as English, French and etc.
3. Applicants who apply for courses instructed in Chinese must have a good command of the Chinese language. If their Chinese proficiency has not reached the required level (HSK level 4), they are required to take one-year remedial Chinese language courses and pass the relevant test prior to beginning studies in their specialties.
4. The duration of the scholarship will be specified in the Admission Letter, covering both the major study and the Chinese language study, and cannot be extended in general.
II. Scholarship Coverage
The Chinese University Program provides a full scholarship which covers: tuition, accommodation, and comprehensive medical insurance. The Chinese University Program also provides a monthly stipend (master’ s students: CNY 3,000 per month; doctoral students: CNY 3,500 per month).

2019/2020 Confucius Institute Scholarship
For the purpose of cultivating qualified Chinese language teachers and facilitating the promotion of Chinese language and culture, the Confucius Institute Headquarters (Hanban) launches “Confucius Institute Scholarship” (CIS) to support outstanding students, scholars and currently employed Chinese language teachers recommended by Confucius Institutes, independently operated Confucius Classrooms as well as some HSK test centers (hereinafter to be collectively referred to as “recommending institutions”) to study in Chinese universities and colleges.

I . Scholarship types and qualifications in Hainan University
Scholarship for One-Academic-Year StudyScholarship for One-Semester Study
II.Scholarship Eligibility
All applicants shall bea) non-Chinese citizens;
b) in good physical and mental condition, with good academic performance and conduct;
c) committed to the teaching and international promotion of the Chinese language;
d) between the ages of 16 and 35. Applicants currently workingas Chinese language teachers shall not be over 45, while undergraduate student applicants shall not be over 25. 1.Scholarship for One-Academic-Year Study
The program commences in September 2019, and provides scholarship for a maximum of 11 months. International students currently studying in China are not eligible.i. Chinese Language and LiteratureApplicants shall have a minimum score of 180 in HSK test (Level 4) and 60 in HSKK test (intermediate level).ii. Chinese Language StudyApplicants shall have a minimum score of 210 in HSK test (Level 3 level).2. Scholarship for One-Semester StudyCommences either in September 2019 or March 20, and provides scholarship of maximum 5 months. Applicants holding the X1 or X2 visa are not eligible.Chinese Language and Literature Applicants shall have a minimum score of 180 in HSK test (Level 3),and an HSKK test score is required.
III.Scholarship Coverage
The Confucius Institute Scholarship provides full coverage on tuition fee, accommodation fee, living allowance and comprehensive medical insurance expenses.
l Tuition fee
Tuition fee is under the overall planning and utilization of the university to provide teaching and management of scholarship students organizing cultural and social activities, as well as organizing Chinese language proficiency tests. Tuition fee does not cover the textbook expenses and tourist tickets.
l Accommodation fee
Hainan University provides scholarship holders with free dormitory rooms(usually double rooms). For those who live off campus (with the permission from Hainan University) are entitled to a monthly or quarterly accommodation allowance from Hainan University. The allowance criteria are RMB700 per person on monthly basis.
l Living allowance
A living allowance is granted by Hainan University on a monthly basis. The allowance per person is RMB 2,500 per month.
Students are required to complete enrollment procedures for every semester within stipulated period; otherwise, their scholarship may be cancelled. Students who are enrolled before the 15th (or on the 15th) of the month are entitled to the full allowance of that month while those enrolled after the 15th of that month are only entitled to half of the amount.
During the study period, for any student who is absent from China due to personal reasons for more than 15 days (excluding winter and summer holidays), the allowance during absence will be suspended.
For students who suspend study or drop out of school for personal reasons, or who are given disciplinary punishment by Hainan University, allowance will be terminated on the date of such suspension, dropping out or when the decision of such punishment is announced.
The living allowance for the month of graduation will be granted half a month after the date of graduation or expiration day of the study confirmed.
l Comprehensive medical insurance
Comprehensive medical insurance is purchased by Hainan University in accordance with relevant regulations of studying in China stipulated by the Ministry of Education of China.Insurance fee per person is 400 CNY for one-semester students, and 800 CNY per year for students.
IV. Application Documents
1. Confucius Institute Scholarship Application Form
2. A scanned copy of the passport photo page. Applicants under the age of 18 shall provide certified documents of designation signed by their entrusted legal guardians in China.
3. A valid copy of the HSK, HSKK certificate(test are valid for 2 years).
4. Reference letter signed by the head of the recommending institutions. (Please provide objective comments on the applicant, including whether the applicant is a student of Confucius Institute or another identity. Chinese language teachers shall submit an employment verification letter and a reference letter provided by the institutes they work for.)
5. A photocopy of the Foreigner Physical Examination Form and Blood Test Report.
Note:All the information applicants have provided should be true, accurate and complete.
If the documents above are not in Chinese or English, notarized documents must be provided.
V. Application Procedures
The application deadlines:
a) May 20th (for those commencing in September)
b) November 20th (for those commencing in March 20)
Online registration will be available from March 1, 2019 on the Confucius Institute Scholarship website (cis.chinese.cn). Please log on to search recommending institutions and host institutions, upload application materials online, track the application progress, feedback of review and admission results. Scholarship holders need to confirm with the university to go through the procedures of studying in China, print out CIS certificate online, and register at the university at the designated date and time as per the letter of admission.
Hanban will complete the scholarship review and notify the results 3 months before enrollment of the admitted students.
Chinese Bridge winners who have been awarded the 2019 “Confucius Institute Scholarship Certificate” shall log onto the scholarship website and submit documents to Hainan University upon presentation of their CIS certificates.
2019/2020 Hainan Provincial Government International Student Scholarship

Hainan University is entrusted with enrolling international students sponsored by the Chinese government. Prospective students and scholars from foreign countries are welcome to apply for the Hainan Provincial Government Scholarship to study at Hainan University.
I . Supporting Categories
The Hainan Provincial Government International Students Scholarship is for prospective international students who wish to study at Hainan University for a bachelor's degree, master’s degree or doctoral degree.The scholarship is only for new students, it is unavailable for students who wish to apply to study their native language or a third country language including literature such as English, French etc.
II.Scholarship Coverage
Hainan Provincial Government International Students Scholarship covers: tuition fee, accommodation fee on campus (two students share a room), registration fee, medical and accidental Insurance at Hainan University. The applicant is responsible for all other fees.
III. Where and When to Apply
Where to Apply: Please submit the application documents to the Office for International Students’ Admissions & Scholarships Program, College of International Cultural Exchange, Hainan University.
IV. Eligibility
To be eligible, applicants should:
1. be a foreign passport holder;
2. in good physical and mental condition, with good academic performance and conduct;
3. be a high school graduate under the age of 30 when applying for undergraduate programs; be a bachelor’s degree holder under the age of 35 when applying for postgraduate programs; be a master’s degree holder under the age of 40 when applying for doctoral programs.
4. Language Requirements:
There is only Chinese-taught program available at present. HSK level 4 or above is required.
V. Application Documents
Applicants must fill in the following documents truthfully in Chinese or in English.
1. Application Form for Hainan Provincial Government International Student Scholarship.
2. Photocopy of the passport (and a photocopy of the Visa page is required if you already have a visa).
3. Notarized highest diploma attained & Academic Transcripts; if the applicant is a campus student, he has to submit an official pre-graduation certificate showing their student status and stating expected graduation date, the original certificate should be provided after admission. If the applicant is an employer, he has to submit a Certificate of Incumbency issued by the unit or company which he’s working for.
4. HSK Test certificate (if any) or documents which are able to prove the Chinese ability of the applicant.
5. A photocopy of Foreigner Physical Examination Form and Blood Test Report.
6. Two letters of recommendation in Chinese or English.
7. Applicants for master’s degree or doctoral degree studies must provide the Plan of study or research in China (minimum 1000 words for the master’s degree applicants, and minimum 1500 words for the doctoral degree applicants).
8. Certificate of No Criminal Record.
9.Applicants for master’s degree or doctoral degree studies need provide CV (including publication list if available)
Note:
1. All application materials need to be submitted in duplicate (one original & one copy). Whether the application is successful or not, the application documents will not be returned.
2. Application materials which do not meet the above requirements will be regarded as invalid and will not be accepted;
3. Documents in languages other than Chinese or English must be attached with notarized Chinese or English translations;

VI. Approval and Notification
1. Hainan University will review the application documents and decide the nominated candidates.
2. Hainan University will deliver materials of applicants who pass the HU review to Hainan Province Education Department and wait for the final admission results, normally around July (the exact date is decided by Hainan Province Education Department). Nominated candidates with the approval from Hainan Province Education Department will be officially awarded this Scholarship.
3. Hainan University will announce the admission result officially on website, and post Admission Notice and Visa Application Form for Study in China (JW201) to scholarship winners in July;
4. Scholarship students must participate in an annual scholarship evaluation. Scholarship holders who fail to meet the requirements will have their scholarship cancelled.
5.Scholarship recipients shall not change their host university, field of study, or duration of study unless they give up the grant.
6. Registration Period is the beginning of September, 2019 (specified in the Letter of Admission). The Scholarship will not be reserved if scholarship recipient cannot register before the specified deadline.
Hainan University International Student Scholarship
To encourage students to work hard, promote cultural exchanges and dialogues, and further internationalize the current education, Hainan University has set up Hainan University International Student Scholarships.
Scope
Hainan University International Student Scholarship consists of two types: One is Outstanding Individual Award for those who have been actively engaged in music, art and sports activities; The other is Excellent International Student Scholarship for those who have the best overall academic performance in a particular major of studies.
