In order to promote the mutual understanding, cooperation and exchanges in politics, economy, culture, education and trade between China and other countries, the Chinese government has set up a series of scholarship programs to sponsor international students, teachers and scholars to study and conduct research in Chinese universities. China Scholarship Council (hereinafter referred to as CSC), entrusted by the Ministry of Education of People’s Republic of China (hereinafter referred to as MOE), is responsible for the enrollment and administration of Chinese Government Scholarship programs. 279 designated Chinese universities offer a wide variety of academic programs in Science, Engineering, Agriculture, Medicine, Law, Economics, Management, Education, Liberal Arts, Philosophy, History, and Fine Arts for scholarship winners at all levels.
CHINESE GOVERNMENT SCHOLARSHIP PROGRAMS
Chinese Government Scholarship includes the following 7 programs.
1. Bilateral Program
This includes full or partial scholarships in accordance with educational exchange agreements or MOUs between the Chinese government and governments of other countries, institutions, universities or international organizations. It supports undergraduate students, graduate students, general scholars and senior scholars.
Applicants shall apply to the dispatching authorities for overseas study in their home countries.
2. Chinese University Program
This is a full scholarship for designated Chinese universities and certain provincial education offices to enroll outstanding international students to pursue graduate degrees in China. It only supports graduate students.
Applicants shall apply to the designated Chinese universities undertaking this program.
3. Great Wall Program
This is a full scholarship for the United Nations Educational, Scientific and Cultural Organization (UNESCO) to sponsor students and scholars in developing countries to study and conduct research in China. It only supports general scholars and senior scholars.
Applicants shall apply to the National Commissions for UNESCO in their home countries.
4. EU Program
This is a full scholarship to encourage students from EU member countries to study and conduct research in China in order to promote mutual understanding between China and EU members. It supports undergraduate students, graduate students, general scholars and senior scholars.
Applicants shall apply to the Office for Education and Culture, Mission of P. R. China to the European Union.
5. AUN Program
This is a full scholarship for ASEAN University Network (AUN) to sponsor students, teachers and scholars from ASEAN member nations to study and conduct research in China to enhance the educational exchange and mutual understanding between China and ASEAN members. It only supports graduate students. Applicants shall apply to AUN Secretariat.
6. PIF Program
This is a full scholarship to sponsor students from Pacific island countries to study in China. It supports undergraduate students, graduate students, general scholars and senior scholars. Applicants shall apply to Pacific Islands Forum (PIF) Secretariat.
7. WMO Program
This is a scholarship for World Meteorological Organization (WMO) to sponsor international students to study and conduct research in meteorology, hydrology, and water resources supervision & management in China. It only supports undergraduate students and graduate students.
Applicants shall apply to Education and Fellowships Division, WMO.

Supporting Categories
Chinese Government Scholarship supports international students, teachers and scholars to pursue degrees at all levels (bachelor’s, master’s and PhD) or non-degree studies and to conduct research in China.
Duration
Chinese Government Scholarship covers both major study and Chinese language/ preparatory study. The table below illustrates the duration of each category.

Instruction Language
1. Instruction language for undergraduate students
Undergraduate scholarship winners must register for Chinese-taught credit courses. They are required to take one-year Chinese language/preparatory courses in one of the nine universities listed below and to pass the required test before moving on to their major studies. Undergraduate scholarship winners can apply for preparatory course exemption if they complete their secondary education in Chinese.
Or have valid HSK certificate that meets the requirements of the host university. Official documents from secondary schools or a photocopy of valid HSK certificate must be submitted for preparatory course exemption application. Please NOTE that HSK results are valid for 2 years only.
2. Instruction language for graduate students and non-degree students.
Graduate and non-degree scholarship students can register for either Chinese-taught program or English-taught program if applicable.
● Scholarship recipients of Chinese-taught programs without adequate Chinese proficiency must take Chinese language courses for one to two years to reach the language requirements of their host universities before moving on to their major studies. Failure to reach the required language proficiency will lead to the automatic termination of scholarship. Chinese language courses will be one year for majors in Science, Engineering, Agriculture, West Medicine, Economics, Management, Law and Fine Arts, and be no more than two years for majors in Liberal Arts, History, Philosophy and Chinese Medicine.
●Scholarship recipients of English-taught programs or those with adequate Chinese language proficiency do not need to take Chinese language courses.

Full Scholarship covers

If the host university requires students to live on campus, the university will accommodate scholarship students in university dormitory (usually twin room); if the host university permits students to live off campus, the university will provide monthly/quarterly accommodation subsidy:
undergraduate students/master’s students/general scholars: CNY 700 per month;
doctoral students/senior scholars: CNY 1000 per month.
●Stipend:
undergraduate students: CNY 2,500 per month;
master’s students / general scholars: CNY 3,000 per month;
doctoral students / senior scholars: CNY 3,500 per month.
Within the scholarship duration, registered scholarship students will receive stipend from their host university month by month.
Students registering before the 15th of the month (the 15th included) will receive full stipend of that month. Those who register after the 15th of the month will receive half stipend of that month. If registered student stays out of China for more than 15 days (school holidays excluded), his stipend will be stopped during his leaving.

Liaoning Government Scholarship
In order to enhance the cooperation in the field of higher education and promote the development of higher education of International students in Liaoning Province, Liaoning Government has set up the Scholarship for International students.
Categories of applicants
International students who wish to pursue doctoral degrees in Liaoning Province. Students who are pursuing their doctoral degrees are not eligible to apply for this scholarship.

Eligibility Requirements
The applicant must be non-Chinese citizens with a valid passport, should be between 26-40 years old, healthy, has obtained master degree with good marks.up
Application Procedure
Fill the online application form (www.studyatdmu.com), upload your photo, passport copy, Mater degree, college transcript for full study period, internship certificate, registration certificate at medical council, two professors’ recommendation letters, study plan.
Notification
HEIs shall forward the notification to the applicants by June 30.
Application materials
The applicants must fill in and submit the following documents truly, correctly and completely:
a. Application Form for Liaoning Government Scholarship for International Students (in duplicate).
b. Notarized original and photocopies of highest diploma and transcripts.
c. Student or work status certificate.
d. Study plan or research plan in Chinese or English.
e. Two recommendation letters from professors.
The above mentioned documents should be either in Chinese or English. Documents not in Chinese or English should be attached with notarized translation in one of the two languages.
Dalian municipal government set up the government scholarship for international students in 2008 to support and encourage more excellent international students studying at Dalian.

Ⅰ. The basic qualifications for the candidates.

Ⅳ.The Scholarship Evaluation Quota
1. Grade will takes as the unit to carry out comprehensive assessment.
2. The quota of the first-class scholarship cannot exceed 1.5% of the total students in one grade.
The quota of the second-class scholarship cannot exceed 3% of the total students in one grade.
The quota of the third-class scholarship cannot exceed 5% of the total students in one grade.
Ⅴ.The Prize Standard of the Scholarship
(1) Students, whose average score is over 85, have the qualification to be assessed for the first-class scholarship.
(2) Students, whose average score is over 80, have the qualification to be assessed for the second-class scholarship.
(3) Students, whose average score is over 75, have the qualification to be assessed for the third-class scholarship.
Ⅵ. Evaluation methods
The International Education College (IEC) is responsible for work evaluation based on the student's academic performance, attendance with participation, and the teacher's suggestions.
The scholarship evaluation will be done at the end of each academic year and announced at the beginning of the second academic year. The feedback will be accepted only within one week after the announcement.
Ⅶ. Explanation
Schools’ scholarship and Dalian Municipal Government scholarship can not be granted together to the same student but 2 Certificates can be granted together.
The rules will be effective from the date of publication, and during evaluation of the next semester scholarships. International Education College has the right of final decision.
